The annexation gamble: Israel’s quiet takeover of the West Bank

While Gaza follows an international path, Israel pushes the West Bank under full control - thwarting the dream of a Palestinian state.

Israel is seriously moving toward annexing the West Bank. It has been doing this covertly in recent years, exerting maximum security and economic pressures to make the region a difficult place for Palestinians to live.

The settlement and settlers have played a significant role in the harshness of these pressures. Security operations, severe checkpoints, and the fragmentation of the region have created nearly impossible conditions. This has made living in the West Bank, as well as entering and exiting it, an unbearable experience, pushing people to emigrate.

Israel is transitioning to a direct, aggressive approach. Its government issues decisions that override Jordanian laws preventing the sale of land to Jews, legalizing Israeli purchases of properties without legal restrictions. This strategy relies on the distress that might compel people to sell, effectively aiming to 'buy' the West Bank. Israel publicly signals this shift by enacting new legislation, along with previous laws, to impose full sovereignty over the settlements, marking the end of the 1993 Oslo Accords and halting work on the maps of areas A, B, and C.

These decisions were driven by Defense Minister Yisrael Katz and Finance Minister Bezalel Smotrich. They included abolishing the Jordanian law that prohibited the sale of Palestinian lands to Jews, lifting the secrecy on land records, and transferring authority over building permits in the Hebron settlement block from the Palestinian municipality to the Israeli civil administration.

These decisions will bring profound changes to land registration and purchasing mechanisms in the West Bank. They will allow public disclosure of property owners’ names and enable Israeli buyers to communicate directly with them, facilitating purchases and promoting the expansion of settlements across the West Bank.

Israel is attempting to impose a fait accompli, taking advantage of the attention on Gaza and preparations regarding Iran. It seizes the rare historical moment created by the "Al-Aqsa Flood" operation, an event that drew world leaders into solidarity and unconditional condemnation. During this period, Israel successfully elicited excessive sympathy from allies and heightened embarrassment for its opponents. Even though the government exhausted the tragedy of the event with subsequent disasters it caused, Benjamin Netanyahu’s administration is betting on the world’s acceptance of its claims over the West Bank, in exchange for Gaza moving toward an upcoming international arrangement.

The attempt coincidentally occurred just hours before Netanyahu’s trip to Washington. It seemed that the man who publicly voices "concerns" about any deal President Donald Trump might accept with Iran also carries the "issue" of the West Bank in his agenda. Hours after Israel announced its decision, the White House declared that the president has not and will not accept Israel’s annexation of the West Bank.

Weeks earlier, he had told Time magazine: "That will not happen because I gave my word to Arab states. It cannot be done now. We have had great Arab support. Israel will lose all its support from the United States if that happens."

The "Israeli moment," which sought to impose its rules on a Middle East Netanyahu promised to reshape, now appears to be in decline. Washington announced Trump’s rejection of the annexation idea and the related Israeli government decisions. London, Paris, Brussels, and much of Europe condemned the move and shut the door on this "story."

A statement from eight foreign ministers of Arab and Islamic states also denounced the Israeli attempt. It seemed that Netanyahu embarked on a bargaining trip, claiming reluctant conformity to Trump’s Iranian decisions in exchange for the American president’s approval of new Israeli maps.

The Israeli rush to seize the West Bank reveals an obsession with the possibility that international arrangements affecting Gaza could also influence its fate. There are even whispers that Netanyahu, who opposed Trump’s Gaza plan and particularly disliked its 19th clause—which conditionally promised a path toward a Palestinian state—fears its implications might extend to the West Bank. What prevents the authorities of the "Peace Council" and the "International Stability Force" in the sector from extending their reach to the West Bank?

Netanyahu detests the "West Bank and Gaza" twin, and he and his allies are working to ensure that what belongs to Gaza remains for Gaza, while what belongs to the West Bank is claimed by Israel—two lines that never meet, preventing the emergence of Palestine and its state.
