With growing international requests, including from countries such as Japan, Israel, and several European nations, to establish partnerships with Kyiv to import advanced military systems, Ukraine has become a key player on the global military stage. This development has greatly angered Iran, especially given Ukraine’s expanding involvement in supporting the Gulf and Europe in their security challenges.

What complicates the situation further is Tehran’s direct threat to Ukraine. Iranian officials quickly threatened Kyiv with strikes on its territory, while at the same time Iran was supplying Russia with drones and missiles used to attack Ukrainian lands, which enjoy Western support. This contradiction raises questions about Iran’s position, contributing to the bombardment of Ukraine while simultaneously threatening military strikes against it.
Despite this escalation, it is unlikely that Ukraine will become a primary target in Iranian foreign policy. Iran, focused on expanding its influence in the Middle East, likely views Ukraine as part of its broader regional and international strategies. Some factors help explain this position:
Iran’s Regional Focus
In recent years, Iran has primarily concentrated on regional issues in the Middle East, especially in countries such as Iraq, Syria, Lebanon, and Yemen. Iran seeks to strengthen its influence in these areas in response to security and economic challenges. Therefore, Ukraine is not part of the direct geopolitical space that concerns Iran.
At the same time, Iran maintains strong relations with Russia, considered a strategic ally on many international and regional issues. Iran is expected to support Russia’s position in the war with Ukraine, even though it does not see Ukraine as a direct target. Iran may indirectly aid Russia through enhanced military and economic cooperation, but it will not place Ukraine at the center of its interests.
Military and Political Influence
Iran aims to strengthen its military and political interests in other parts of the world, but it focuses primarily on issues involving its nuclear program, expansion in the Middle East, and the protection of its allies, such as the Syrian regime or the Houthis in Yemen. Ukraine is not part of Iran’s direct geopolitical objectives.
