Dubai sets new tourism record with 17.5 Million visitors in 11 months

Emirate sees 5% growth as Western Europe leads source markets and hotel occupancy climbs

Dubai’s Department of Economy and Tourism has released the latest performance data for the tourism sector during the first 11 months of 2025, confirming that the emirate has achieved a new record by attracting 17.55 million international tourists between January and November. This compares with 16.79 million visitors during the same period in 2024, marking growth of around 5%.

 

The data show that November alone saw the arrival of approximately1.85 million international tourists, with a daily average exceeding 61,600 visitors, reflecting the sustained momentum of Dubai’s tourism sector.

 

According to the statistics, Western Europe topped the list of source markets for tourists to Dubai, accounting for 21% of total visitors during the period, with more than 3.65 million tourists. The Gulf Cooperation Council (GCC) countries ranked second at 16%, with around 2.75 million visitors, followed by South Asia at 15%, or about 2.6 million tourists.

 

Russia, the CIS countries, and Eastern Europe recorded a similar share of 15%, with more than 2.58 million visitors, while Dubai welcomed around 1.95 million tourists from the Middle East and North Africa, representing 11% of the total. Tourists from North and Southeast Asia numbered about 1.64 million (9%), while the emirate received 1.23 million visitors from the Americas (7%). Africa accounted for 4%, or roughly 774,000 visitors, while Australasia recorded 357,000 tourists, representing 2%.

 

In the hospitality sector, Dubai had more than 153,200 hotel rooms across 825 hotel establishments by the end of November 2025, compared with 153,300 rooms across 828 establishments during the same period in 2024. The average hotel occupancy rate reached 80.4% between January and November 2025, up from 78% in the corresponding period last year.


Five-star luxury hotels accounted for 36% of the total hotel market, with nearly 55,200 rooms across 173 establishments, followed by four-star hotels at 28%, with 43,300 rooms across 194 establishments. Hotels rated between three and one star made up around 19% of the market, with more than 29,300 rooms across 279 establishments, while hotel apartments comprised 25,300 rooms across 179 properties, accounting for 17% of the total market.

 

The average guest stay in Dubai hotels was 3.7 nights by the end of November 2025, compared to 3.6 nights in the same period in 2024. The number of booked nights rose to about 40.85 million nights, compared to 39.19 million nights during the comparison period, marking a growth of 4%.

 

Regarding financial indicators, the average daily rate for hotel rooms reached 557 dirhams by the end of November 2025, compared to 520 dirhams in the same period of the previous year, achieving a growth of 7%. The average revenue per available room also increased to 448 dirhams, compared to 405 dirhams in the same period of 2024, with a growth of about 10%.
