At a pivotal moment in the development of global government work, the UAE has announced an ambitious vision to transform all federal government employees into experts in artificial intelligence.

This initiative is part of a comprehensive transformative project led by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President of the UAE, Prime Minister and Ruler of Dubai, and supervised by His Highness Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of the Presidential Court, with executive oversight by His Excellency Mohammad Al Gergawi, Minister of Cabinet Affairs.

This step represents more than administrative development; it redefines the role of government in an era of rapid technological advancement and evolving decision-making tools.

Globally, several countries have begun adopting AI in the governmental sector, albeit at different paces. Estonia has presented an advanced model of digital governance with interconnected systems serving citizens efficiently, while Singapore has focused on empowering civil servants to use AI tools within the ‘Smart Nation’ initiative.

Meanwhile, Britain has leaned towards spreading digital culture through comprehensive training programs for civil servants. Despite the importance of these experiences, they have typically been gradual, often focusing on specific sectors or levels within the government.

What sets the UAE experience apart is its movement beyond this partial approach toward a rapid, comprehensive transformation. Instead of training specific groups, the initiative targets all employees, and rather than a long-term path spanning decades, a clear timeline of no more than two years has been set.

Most importantly, the project is led at the highest levels of leadership, giving it exceptional political and executive momentum and transforming it from a technical initiative into a fully integrated state project.

Smart decisionmaking

The deeper difference lies in the philosophy underpinning this vision. The UAE does not view AI as a replacement for humans but as a means to empower and enhance their capabilities. In this model, the government employee is not merely a tool user, but a smart decision-maker capable of understanding and analyzing data and making more accurate and faster decisions. This directly affects service quality, operational efficiency, and customer experience.

More importantly, this initiative represents a strategic opportunity for the Arab world. It offers a practical model that Arab governments can adopt to accelerate digital transformation without falling into costly errors. It opens the door to building Arab capacities capable of competing globally in the field of AI.

It can also contribute to enhancing Arab governmental integration through the exchange of experiences and linking systems and services in the future, supporting economic development and improving governmental efficiency.

A model of modern governance

What the UAE is doing today goes beyond its national borders to form a true catalyst for the future of Arab governments.

If this model is correctly invested, we may witness the beginning of a new phase in which the region moves from being a recipient of technology to being a partner in its creation and leadership, reflecting on the quality of life, stability, and development in the Arab world.
