Naim Qassem rejects direct negotiations, reaffirms Hezbollah’s armed resistance and conditions for ceasefire

Hezbollah Secretary General denounces Lebanese authorities’ approach to talks with Israel, insists the group will retain its weapons and continue what it describes as defensive resistance, and outlines conditions including ending aggression, withdrawal from occupied areas, and reconstruction.

Hezbollah Secretary General Naim Qassem said that the Lebanese authorities rushed into what he described as a humiliating and gratuitous concession, firmly rejecting any direct negotiations.

 

Qassem called on Lebanon to halt direct talks with the Israeli enemy, stressing that Hezbollah will not give up its weapons.

 

In a statement, he added that the ceasefire would not have been achieved without Iran in the Pakistan talks, expressing welcome for anyone who helps Lebanon, supports its liberation, and contributes to its reconstruction. He said that the Israeli enemy will not remain on a single inch of occupied land, and that residents will return to their homes up to the last inch of the southern border with occupied Palestine.

In a statement, Hezbollah Secretary General Naim Qassem said:

 

“The Israeli enemy, backed by what he described as American tyranny, bet on eliminating Hezbollah, its fighters, and the public that stands with it in dignity and honor. It left no method, crime, conspiracy, or path unused, yet it has failed since the start of the 2024 war until now.”

 

He continued: “The decisive bet for the enemy came on March 2, 2026, and we confronted it as Hezbollah. The Israeli enemy, its sponsors, the defeated, and the whole world were surprised by the resilience, bravery, and strength of the fighters, the diversity and effectiveness of their combat methods, the disciplined command and control of the battle, and the strong public support despite displacement and major sacrifices. The enemy has reached a dead end. This force remains strong and cannot be defeated.”

 

He added: “In this atmosphere of sacrifice, dignity, and the enemy’s defeat, the authorities rushed into a humiliating and unnecessary concession. Its only justification is submission without any return, not even the smallest gain. We categorically reject direct negotiations. Those in power should know that their approach will not benefit Lebanon or themselves. What the Israeli American enemy wants from them is not in their hands, and what they want from it will not be granted.”

 

Qassem stressed that “the entry point and solution lie in securing five points before anything else: stopping the aggression on land, at sea, and in the air; Israel’s withdrawal from occupied territories; the release of detainees; the return of residents to all their villages and towns; and reconstruction.” He added that “this authority cannot continue while it compromises Lebanon’s rights, concedes land, and confronts its own resistant people.”

 

He called on the authorities to “return to their people and unite them, so they become a government of the whole people rather than a partial authority, in line with the consensus on which the Taif Agreement built our current constitution.” He stressed that “they must reverse their serious mistakes that are pushing Lebanon into instability, stop direct negotiations with the Israeli enemy and adopt indirect ones, and revoke their March 2 decision that criminalizes the resistance and its supporters, meaning more than half of the Lebanese people, so that an internal dialogue can proceed with Lebanon’s interests placed above all else and without submission to Israeli and external dictates.”

He continued:

 

“The starting point for any solution is recognizing that the problem is the aggression, and that Hezbollah’s actions are a response to that aggression, not its cause. Its weapons are meant to repel aggression and are defensive at this stage, given the Israeli occupation and the exposure of its aims to occupy Lebanon as part of a so-called Greater Israel,” Qassem said, stressing that “we will not abandon our weapons or our defense."

 

"The battlefield has proven Hezbollah’s readiness for a Karbala-like struggle. The sacrifices are great, but they are the price of liberation and a dignified life, borne by our great Lebanese people alongside Hezbollah as a choice between two options: liberation and dignity, or occupation and humiliation. Submission is out of the question."

 

"As for those calling for surrender, their position is astonishing. They are not targeted, they spend at others’ expense, and they accept scraps of power and gains at the cost of the destruction of their fellow citizens and the occupation of part of Lebanon. Return to national unity so that everyone wins and the enemies lose.”

 

On the Iranian talks, Qassem said: “The ceasefire would not have been achieved without the Islamic Republic of Iran in the Pakistan talks, following the extraordinary resilience of Hezbollah and its supporters in Lebanon. Thanks to Iran.”

 

He went on to question: “Why has the authority hardened its stance? If a ceasefire comes through any mediator, we should accept it. No one negotiates Lebanon’s conditions except Lebanon itself. Then came the bloody Black Wednesday, when Israel launched 200 airstrikes on Beirut and across Lebanon within ten minutes, killing more than 300 civilians and wounding over 1,200. The Israeli side claimed that the Lebanese authorities were not concerned with a ceasefire. The authorities responded, and Tuesday became a day of disgrace in Washington during a direct meeting with the Israeli side.

 

"Afterward, the US State Department issued an agreement stating that the Lebanese government had signed it without even convening, including a ceasefire only from Lebanon’s side while allowing Israel to continue its attacks, and stating that both the Lebanese and Israeli governments acknowledge the need to curb Hezbollah’s activities and those of other rogue groups. We have not heard any comment from officials. Has the authority decided to work side by side with Israel against its own people?”

He also indicated that:

 

“We still hope that the authorities will reverse their serious mistakes. Let it be clearly understood: these direct negotiations and their outcomes are, for us, as if they do not exist. They do not concern us in any way. We will continue our defensive resistance in defense of Lebanon and its people. We will not return to what was before March 2. We will respond to Israeli aggression and confront it. No matter how much the enemy threatens, we will not retreat, we will not bow, and we will not be defeated. Threaten as you wish, for the men of God in the field do not bow their heads; they subdue the tyrants of the earth, the weak oppressors, and the monsters of creation. We will stand with all the honorable people as one hand, alongside the Amal Movement, national political forces, and figures from various regions and sects.”

 

 

The Secretary General of Hezbollah Naim Qassem stressed that:

 

“The Israeli enemy will not remain on a single inch of our occupied land, and our people will return to their lands up to the last inch of our southern border with occupied Palestine. And to our people, as we resisted together, we will rebuild together.”

 

 

He concluded his statement saying:

 

“Welcome to all who help Lebanon and support its liberation and reconstruction, and no welcome to those who serve the enemy’s agenda and obstruct Lebanon’s strength.”
